Round Table "Digital Switchover in Montenegro: opportunities and challenges" PDF Print E-mail

The Round Table “Digital Switchover in Montenegro: opportunities and challenges,” organized by the Agency for Electronic Media and the Agency for Electronic Communications and Postal Service, was held on 26 June 2013.

The event was organized within the framework of the international project “Southeast European Digital Television – SEE Digi.TV,” funded by the European Union. Its goal is harmonization of the regulatory frameworks and activities in the digital switchover process, as well as the optimum use of the digital dividend in this region. The event was attended by over 50 representatives of the Government of Montenegro, the Delegation of the European Union to Montenegro, the Parliament of Montenegro, broadcasters, cable and telecommunications operators, media and operators’ associations, and regulatory agencies. After the introductory speeches by representatives of the Agency for Electronic Media and the Agency for Electronic Communications, the Government of Montenegro, and the Delegation of the European Union to Montenegro, giving a general overview of the situation in this field, a short presentation of project goals and results, the event continued in two different panels.

The results of the “Public Awareness Survey on Introduction of Digital Television Service in Montenegro”, conducted by the Podgorica-based agency E3 Consulting, in cooperation with the Agency for Electronic Media, were presented in the first panel “New Digital Environment: expectations, opportunities, challenges”. The survey results demonstrate the current public awareness and expectations from the Digital TV switchover. A representative of the Radio-Television of Montenegro informed the panel about the state of play in this media outlet and the investments the public service broadcaster faced in the digital switchover process, while a representative of Television Vijesti talked about the opportunities and challenges of commercial broadcasters in this process.

The position of the University of Montenegro on the digital switchover process was presented by a representative of the Information System Centre, who gave a short overview of the benefits expected from switchover to the digital television. It was followed by a discussion of the round table participants, focusing on the topics introduced by the panellists.

The event continued with the second panel “Opportunities and Challenges in the Development of Electronic Communications Networks in the Digital Switchover Process,” which focused on presentation of the results of the Study on Digital Dividend Exploitation Possibilities, along with the Technical Basis for Adoption of Montenegrin Standards for the Transmitter and Receiver Specifications for DVB-T2. The Study was presented by the Dean of the Faculty of Electrical Engineering in Podgorica, which participated in the development of this document within the framework of the project. An overview of situation in the field of transmission and reception infrastructure for digital broadcasting was given by a representative of the public enterprise Broadcasting Centre, who focused on the challenges this company would face as the first national multiplex operator.

The digital dividend and the related plans of telecommunications operators were discussed by representatives of Telenor, Crnogorski Telekom, and M:tel, who presented their companies’ plans and strategies for the use of released frequency spectrum for the development of new networks and services.
